POINT OF REFERENCE: (MAJOR CHANGES TO BOP PROGRAM STATEMENT 5100.08)

On September 12, 2006, the Federal Bureau of Prisons (BOP) made major revisions to their core Program Statement 5100 - Inmate Security Designation and Custody Classification Manual. The newest version is 5100.08.

Major changes to this core program statement include:

1. The creation of the DSCC- Designation and Sentence Computation Center in Grand Prairie, Texas. All inmates will now be designated by BOP Staff at this location. The DSCC was developed to provide consistency in the designation/redesignation process.

2. Additional changes such as Criminal History Score, Inmate Age, Education Level, Drug/Alcohol Abuse, Living Skills and Program Participation have replaced previous scoring categories such as, Type Of Prior Commitment, Mental/Psychological Stability, Responsibility Demonstrated, and Release On Own Recognizance. The new additional categories should improve the designation and custody classification process.

3. Further clarification of scoring has been provided regarding Family/Community Ties, Deportable Alien PSF, Prison Disturbance and Medical Transfer Code Descriptions. PSF stands for Public Safety Factor.

4. The floor for the Violent Behavior PSF has been reduced from High Security to Low Security. This will allow lower security level placement.

5. A Custody Variance Table has been developed. This will help with special circumstances in regard to designation.

6. An Expiration Date has been added for the Greater Security Management Variable. This will allow a time-factor analysis on lowering a security level.

7. Unescorted Transfers: Allows for inmates to be transferred from one camp to another that are camp status. This will make nearer transfers and transfers to the RDAP Program easier and more humane.

8. More consideration and urgency are given to the PSI/R - Pre-Sentence Investigation Report (completed by the US Probation Department) and the Statement of Reasons (made by the Sentencing Judge). Based on this, it is more important then ever that these stages be documented and handled properly.

One of the news categories on Prosecuritytalk is secure communications
in the section on IT security, software and communications and you may
wonder how important this is in the overall structure of managing

Integration is what everyone's selling at the moment and IP cameras

camera networks can be integrated with biometric software to provide
access control and prevent tail-gating and buddying. Give an
electronic lock an IP address and your employees don't even have to
take their hands out of their pockets - the system will identify them,
let them in and record their working hours for the payroll department.
Its very effective, incredibly easy and very cheap with lots of
vendors falling over themselves to bolt it all together for you.

Any security professional will now be asking where the weakest link is
and the answer is the IT guy who holds the key to it all. All these
systems from the cameras to the time and attendance system communicate
on a TCP/IP network that could also connect to the office or the
warehouse. What are the exit points from this network? A laptop, flash
memory, routers and wireless networks to name just a few - all of
which are controlled by the IT administrator.

Secure communications are therefore essential. The field of IT can no
longer be considered as a separate entity, it is enmeshed with the
whole operational scope of the business including physical security
and the IT department must satisfy all the necessary requirements in
terms of network access control, password management, disaster
recovery and continuity.

[2] ROAD BARRIER CRASH TESTED AT 7500KG AT 80KM/HR

The Terra Road Closer, a horizontally opened, reinforced hinged beam,
was crash tested in accordance with British standard PAS 68-69 2007
standards and Department of State test standard SD-STD-2.01 Revision
A, Certification Class K12.  The test was conducted to prove the

7500kg test vehicle at a speed of 80km/hour (50mph).  Following the

[6] THREE-DIMENSIONAL ZONE MONITORING

Pilz is launching SafetyEYE, the world's first safe camera system for
three-dimensional zone monitoring, which could change the face of
automotive production lines and other automated manufacturing
environments.  The same system also has potential applications outside
industry, such as protecting museum exhibits.  In comparison with
traditional hinged and sliding machine guards, safety light curtains
and laser area scanners are highly advantageous for applications
requiring frequent access by operators.  Not only is opening a
physical guard time-consuming and fatiguing, but maintenance can be
hindered by the presence of the guard and its supporting structure.
Nevertheless, light curtains and laser area scanners only monitor a
flat plane - though mirrors and/or multiple light curtains can be used
to create faceted protection zones.  As a result, the protected area

absolutely necessary, costing valuable process time.  In the world of
mass production, where floor space is expensive and time is of the
essence, it would clearly be beneficial to have a non-physical safety
barrier that can protect a three-dimensional zone closely matching the

Passengers travelling on the TransPennine Express in the North of
England will soon see dramatic improvements to passenger information
and safety systems as Siemens commences work on a major refurbishment
programme worth GBP5 million to upgrade 29 of its rail stations.

Work has already started at most sites and is due for completion in

For many Americans, income tax refunds seem like free money, which makes it easier to spend. ConsolidatedCredit.org says consumers should stop and think about their complete financial situation before deciding how to use the money.

Fort Lauderdale, FL (PRWeb) March 12, 2007 -- Tax refunds are larger this year. The average tax refund is $2,733, which is up 3.6 percent from 2006. So far, refunds are up 5.8 percent in dollar amounts as compared to the same time in the 2006-filing season. While it is fun to spend money you think is free, income tax refunds are not free money. Consumers earned this money over the course of the last year and let the IRS use it interest free. "Most people would benefit more from using their refund to lower debt or by saving it," said Howard Dvorkin, founder of ConsolidatedCredit.org.

Even if you do not utilize a financial planner, you can still use your refund wisely. ConsolidatedCredit.org offers these suggestions for consumers:

Stay away from refund anticipation loans. You've already loaned the government this money over the last year. Refund anticipation loans are costly; by filing your taxes electronically and choosing direct deposit you can have your money in less than two weeks. Even paper filing, which takes up to six weeks, is better since you won't be paying any additional fees to receive your money.

Save half of the refund check. The IRS is making it easier to do this by allowing consumers to split their refunds as much as three ways if they choose direct deposit. Earmark at least half of the refund for your savings account.

Pay off high interest debt. Most U.S. households have an average credit card debt of $9,000. "It's easy to lose your financial footing and it's hard to get it back, especially if you live paycheck to paycheck," Dvorkin stated. By using some of your refund to lower debt, you may save hundreds of dollars in future interest payments. To save the most money you should target the account with the highest interest rate.

Review your W4 form. If you regularly receive large refunds you probably need to increase your deductions, which will decrease your income tax withholding. As with your refund, earmark at least half of the additional money you receive each paycheck for savings and let the interest work for you instead of Uncle Sam.

You can track your tax return at
www.irs.gov. Click on the "Where's my refund?" link on the left side of the screen. Have a copy of your return on hand. You will need to provide your social security number (or IRS Individual Taxpayer Identification Number), filing status and the refund amount. Often times, getting your refund is as simple as updating your mailing address.

• Open or add to your savings account for a rainy day. Nothing in this
world is predictable, we all have unexpected spending that occurs each year,
due to emergencies. It is wise to have an "emergency fund" and a good rule
of thumb is to save enough to cover three to six months of living expenses.
This may seem like a lot, but consumers can start saving a little at a time
and build up their nest egg slowly. A healthy savings account prevents you
from having to borrow money when emergencies happen.

• Invest your money. If you do not have much debt, and have disposable
income, you should consider investing in an IRA, mutual funds, or stocks.
The money you invest can increase over the years, and you can potentially
end up creating a sizeable investment for your future.

Remember, gaining ground on your finances and reducing debt can be far more
satisfying than unplanned purchases that may cause additional debt burdens.
